Briefing on Oct.26th of IEC/TC 76 Beijing Meeting

October 26th is the fourth day of IEC/TC76 (Optical Radiation Safety and Laser Equipment) Beijing meeting, four working groups as well as IEC TR 62471-4 meeting held their working meetings, and a dinner party was held in 1949 Restaurant.
 
WG5 (Safety of fiber optics communications systems working group) second meeting was held in Orchid room this morning, twelve experts from United Kingdom, United States of America, Japan, Republic of Korea and China attended the meeting. Because Mr. Michael Regan who is the convenor of WG5 could not speak out of the sound since starting from the middle of the first meeting, the meeting was organized by Mr. Kenneth Puckett who is United States delegation. The meeting continued to discuss the revision of IEC 60825-1 /CDV / Ed2.0 documents.
 

 
WG9 (Non coherent sources working group) meeting was held in Wenhua room in the morning, the meeting discussed the following three standard projects: revised of IEC 62471-2 “Photobiological safety of lamps and lamp systems Part2: Guidance on manufacturing requirements relating to non-laser optical radiation safety”, discussed some issue of IEC 62471-4 “Photobiological safety of lamps and lamp systems Part 4: Measuring methods”, and revised NWIP about IEC 62471-6 “Photobiological safety of lamps and lamp systems Part 6: UV sources”. Some experts from Germany, China and Japan built a task group to resolve some issue of photobiological safety.
 

 
WG8 (Development and maintenance of basic standards working group) second meeting was held in the Wenhua Hall in the afternoon , the convenor was Mr. O’Hagan John, eighteen experts attended the meeting. Experts discussed <Laser eye dazzle safety framework>, which was issued by Dr. Craig A. Williamson and Dr. Leon N.McLin. The presentation introduced the background of the laser eye dazzle, and gave a proposal on the safety framework. Regarding with the consumer laser safety topic, experts reviewed the <lighter RAPEX child appealing> , <European Standard for consumer laser products > and <Official Journal of the European Union> issued by 6.2.2014, experts argued to the proposal whether it is feasible to produce an international standard or whether the work should be restricted to CENELEC. At the last, experts updated the labels including ISO signal words (for consistency with the classification labels).
 

 
WG4 (Safety of medical laser equipment working group) third meeting was held in the Orchid Room in the afternoon. Firstly, the meeting continued to discuss some contents of IEC 60601-2-22 “particular requirements for basic safety and essential performance of surgical, cosmetic therapeutic and diagnostic laser equipment” draft, such as limits on output, medical software system, etc. After the introduction of the background of IEC 60825-8 TR “Safety of laser products–Part 8: Guidelines for the safe use of laser radiation on humans”, a discussion about future aspects of the combination of guidance TR3 and TR8 has been carried out. Then the TR8 working draft has been discussed and modified one by one.
 

 
IEC TR 62471-4 meeting was held in the Lily Room in the afternoon.The meeting was organized by Prof. Mou who is project leader. Several experts from USA, Germany, Japan and China attended the meeting. Prof. Mou introduced the document frame of IEC 62471-1 and IEC 62471-4, reviewed of comments for IEC TR62471-4 and discussed some important issues. The document of IEC 62471-4 focuses on providing guidance on measurements for photobiological safety classification, and gives some examples where simplified methods or assessment techniques could be used. 
 
 
The reception dinner hosted by China delegation was held in the "1949 Restaurant", 12 delegations representatives, 3 accompanying persons and 5 members of the conference group a total of 61 people attended. Mr. Feng Xue, vice director of North China research institute of electro-optics presented and did a dinner speech on behalf of China. The Chairman and the Secretary general of IEC/TC76 delivered speeches. Subsequently, the experts enjoyed the Beijing cuisine roast duck and a warm, harmonious atmosphere.
