Briefing on Oct.25th of IEC/TC 76 Beijing Meeting

October 25th is the third day of IEC/TC76 (Optical Radiation Safety and Laser Equipment) Beijing meeting, a total of six working groups held working meetings.


WG8(Development and maintenance of basic standards working group) first meeting was held in the Wenhua Hall in the morning , the convenor is O'Hagan John, eighteen experts from Austria, Australia,Belgium, China, Republic of Korea, Germany, Japan, Sweden, Switzerland attended the meeting. The meeting discussed 115 comments of 76/550/CD for IEC/TR 60825-5Ed.3.0 “Safety of laser products - Part 5: Manufacturer's check list for IEC60825-1”, which was put forward by national committee of Australia, Germany,Iran, Sweden, Switzerland, United Kingdom and United States of America. In the meeting all the comments were discussed in detail one by one.

WG3 meeting started at 9:00 in the morning in Orchid room, nearly 20 people attended this meeting, who come from Sweden, Germany, United State,Austria, Australia, Japan and China separately. The work scope of WG3 is laser  radiation measurement, main work developed around IEC TR 60825-13 Ed.3 “Safety of laser products - Part 13: Measurements for classification of laser products” documents, these documents provided technical support for IEC60825-1Safety of laser products - Part 1: Equipment classification andrequirements.

 WG3 convenor Mr. Sheldon Zimmerman could not attend the meeting, but he participated in the whole meeting through web telephone. The meeting was organized by WG3 secretary, Ms. Anna-Karin Homer, who comes from Sweden. Everybody made a brief introduction firstly and approved the meeting agenda.Hereafter, the meeting went smoothly according to the agenda. The revision process of Ed.3 had been identified firstly, and the final version would be published in 2018; the CD document was going to be completed in 2017 and then circulated for comments.

 Discussions enclosed with appropriate title, the consistency between classification measurement technique and current applied method (measurement and analysis were suggested to divided into two parts), irregular beam shape, determination pulse duration of scanning beam of large measuring aperture, default evaluation of simple large beam, as well as several possible methods for the measurement of angular subtense of the apparent source. Then the arrangement for the next step was made.Prof. Mou undertook some work actively. Some revised suggestions concerned inthe previous version were given because some contents cited from IEC 61040 Specificationfor power and energy measuring detectors, instruments and equipment for laserradiationhad been abolished. The instrument classification was suggested to remove, and the calibration, time response and other issues were focused on.The original IEC61040 only involves the laser power meter and energy meter, andmore instruments, such as spectrometers, needed to be considered for the modification.

 

JWG 10(Safety of Lasers and Laser Equipment in an Industrial material Processing Environment joint working group) was held in the Lily room in the morning. Mr. Thomas Lieb who is convenor of the working group, informed of reasons forthe delays in ISO / IEC 11553-1 “Safety of machinery - Laser processing machines - Part 1: General safety requirements”and ISO / IEC 11553-2“Safety ofmachinery - Laser processing machines - Part 2: Safety requirements for hand-held laser processing devices”, because the convener could not able to accomplish the collation of comments and drafting of new text according to the timetable.The officials of the ISO and IEC central offices decided to take on David Heisenberg as the new project leader. The required circulation time for vote and comment will not have been completed for ISO and IEC for DIS and CDV of ISO11553-1 and -2. If the experts had additional comments, they can send their remarks as official comments via their national bodies to ISO or IEC during there maining voting period. 


The second meeting of WG4 (Safety of medical laser equipment working group) was held in the Orchid Room in the afternoon. The draft of IEC60601-2-22particular requirements forbasic safety and essential performance of surgical, cosmetic the rapeutic and diagnostic laser equipment has been continual discussed. Besides some editorial modifications had been made in the meeting, some technical contents had also been discussed and modified, such as the control of laser output.


The second meeting of WG1 (Optical radiation safety working group)was held in the Wenhua Hall. The meeting proceeded to item 8 of the agenda of the meeting. Mr. Mitsuhashi who comes from Japan delegation introduced the status of TC76 letter to TC 108 on RS3 andrelated issues.

International Commission on Illumination / International Electrotechnical Commission Joint Committee JTC 5 (in regard to IEC 62471/CIE S009)meeting was held in the evening on 25th.The revision of IEC 62471-1 (“photobiological safety of lampsand lamp systems”) was discussed. The purpose of the revision and the relationship with other 62471 standards was discussed, some parameters were clarified, and the annex was discussed a lot to determine if the content and structure was needed.
